CE Certification for Industrial Machinery
European machinery legislation stipulates that all machinery and safety components may only be placed on the market and put into service if they do not compromise the safety and health of persons, domestic animals, and property.
To be compliant, machines must be correctly designed and constructed, properly installed, maintained in good working order, and used according to their intended purpose.
Reference Legislation: Machinery Directive and new EU Regulation
Machinery compliance is governed by Directive 2006/42/EC, which is being progressively replaced by the new Regulation (EU) 2023/1230.
The new regulation introduces important updates, including:
- integration of software and artificial intelligence into safety requirements
- increased focus on machinery cybersecurity
- digitalization of technical documentation
- strengthening of obligations for manufacturers, importers, and distributors
Essential machinery safety requirements
Machinery must comply with the essential health and safety requirements set out in European legislation. These requirements cover:
- safe design
- prevention of mechanical and electrical risks
- ergonomics and correct use
- operator protection
CE marking for machinery: manufacturer obligations
To place a machine on the European market, the manufacturer (or their authorized representative in the EU) must:
- draw up the EU declaration of conformity
- prepare the technical file
- affix the CE marking to the machine
- ensure compliance with regulatory requirements
The CE marking certifies that the machine complies with applicable European legislation.
Machinery conformity assessment
Before commercialization, it is mandatory to carry out a conformity assessment.
Standard machinery
For machinery not belonging to high-risk categories, internal production control and the preparation of the technical file are sufficient.
High-risk machinery
For more hazardous machinery, an EU type-examination or total quality assurance is required, with the mandatory intervention of a notified body.
SIL Certification – Safety Integrity Level (IEC 62061)
The Safety Integrity Level (SIL) is a parameter defined by the IEC 62061 standard that measures the level of safety integrity of an electrical, electronic, or programmable electronic (E/E/PE) system intended to perform safety functions on industrial machinery.
The SIL classification is divided into four integrity levels, from lowest to highest:
- SIL 1 – low residual risk, suitable for most standard industrial machines
- SIL 2 – medium risk, required for systems with the potential for serious injury
- SIL 3 – high risk, necessary for systems with possible multiple fatal consequences
- SIL 4 – extreme risk, applicable to sectors such as nuclear and process chemistry
Determining the SIL level requires a quantitative risk analysis based on the probability of dangerous failure on demand (PFD) or the frequency of dangerous failure (PFH). The IEC 62061 standard applies specifically to safety-related control systems (SRECS) of industrial machinery and is harmonized with Regulation (EU) 2023/1230.
PL Certification – Performance Level (EN ISO 13849-1)
The Performance Level (PL) is defined by the EN ISO 13849-1 standard and represents the reliability level of a part of a safety-related control system (SRP/CS). Unlike SIL, PL is applicable to all types of technology (mechanical, hydraulic, pneumatic, electrical, and electronic).
The PL scale includes five levels in increasing order of reliability:
- PL a – minimum level, for minor risks
- PL b – for risks with a moderate probability of occurrence
- PL c – for medium-severity risks, typical of machine tools and processing plants
- PL d – for high risks with the possibility of serious or irreversible injury
- PL e – maximum level, for risks of death or permanent disability
The determination of the PLr (Required Performance Level) is based on risk assessment according to the parameters S (severity of injury), F (frequency of exposure), and P (possibility of avoiding the hazard) defined by the standard. Achieving the PLr also depends on the category of the system structure (Categories B, 1, 2, 3, 4) and the reliability parameters of the components (MTTFd, DCavg, CCF).
Relationship between SIL and PL in industrial machinery design
The IEC 62061 and EN ISO 13849-1 standards are both harmonized with the Machinery Directive and the new Regulation (EU) 2023/1230. Although they use different methodologies, there is a recognized correspondence between the two classification systems: PL c corresponds approximately to SIL 1, PL d to SIL 2, and PL e to SIL 3.
The choice between the two standards depends on the technology used in the safety system: EN ISO 13849-1 is preferred for traditional systems with mechanical, hydraulic, and pneumatic components, while IEC 62061 is more suitable for programmable systems (safety PLCs, safe fieldbus systems). In both cases, the demonstration of the level achieved must be documented in the machine’s technical file.
Partly completed machinery: definition and obligations
The Regulation introduces and confirms the concept of partly completed machinery, which refers to incomplete components intended to be integrated into other machinery. Partly completed machinery cannot be used independently.
In this case, the manufacturer must:
- prepare the technical documentation
- provide the assembly instructions
- draw up the declaration of incorporation
