Certificazione CE Macchine Industriali
La normativa europea sulle macchine stabilisce che tutte le macchine e i componenti di sicurezza possono essere immessi sul mercato e messi in servizio solo se non compromettono la sicurezza e la salute delle persone, degli animali domestici e dei beni.
Per essere conformi, le macchine devono essere correttamente progettate e costruite, installate in modo adeguato, mantenute in efficienza e utilizzate secondo la loro destinazione.
Normativa di riferimento: Direttiva Macchine e nuovo Regolamento UE
La conformità delle macchine è regolata dalla Direttiva 2006/42/CE, che viene progressivamente sostituita dal nuovo Regolamento (UE) 2023/1230.
Il nuovo regolamento introduce importanti aggiornamenti, tra cui:
- integrazione di software e intelligenza artificiale nei requisiti di sicurezza
- maggiore attenzione alla cybersecurity delle macchine
- digitalizzazione della documentazione tecnica
- rafforzamento degli obblighi per fabbricanti, importatori e distributori
Requisiti essenziali di sicurezza delle macchine
Le macchine devono rispettare i requisiti essenziali di sicurezza e tutela della salute previsti dalla normativa europea. Questi requisiti coprono:
- progettazione sicura
- prevenzione dei rischi meccanici ed elettrici
- ergonomia e utilizzo corretto
- protezione degli operatori
Marcatura CE macchine: obblighi del fabbricante
Per immettere una macchina sul mercato europeo, il fabbricante (o il suo mandatario nell’UE) deve:
- redigere la dichiarazione UE di conformità
- predisporre il fascicolo tecnico
- apporre la marcatura CE sulla macchina
- garantire la conformità ai requisiti normativi
La marcatura CE attesta che la macchina è conforme alla legislazione europea applicabile.
Valutazione della conformità delle macchine
Prima della commercializzazione, è obbligatorio effettuare la valutazione della conformità.
Macchine standard
Per le macchine non appartenenti a categorie ad alto rischio è sufficiente il controllo interno della produzione e la predisposizione del fascicolo tecnico.
Macchine ad alto rischio
Per le macchine più pericolose è richiesto l’esame UE del tipo oppure la garanzia qualità totale, con l’intervento obbligatorio di un organismo notificato.
Certificazione SIL – Safety Integrity Level (IEC 62061)
Il Safety Integrity Level (SIL) è un parametro definito dalla norma IEC 62061 che misura il livello di integrità della sicurezza di un sistema elettrico, elettronico o elettronico programmabile (E/E/PE) destinato a svolgere funzioni di sicurezza sulle macchine industriali.
La classificazione SIL si articola in quattro livelli di integrità, dal più basso al più elevato:
- SIL 1 – basso rischio residuo, adeguato per la maggior parte delle macchine industriali standard
- SIL 2 – rischio medio, richiesto per impianti con potenziale di infortunio grave
- SIL 3 – alto rischio, necessario per sistemi con possibili conseguenze fatali multiple
- SIL 4 – rischio estremo, applicabile a settori come il nucleare e la chimica di processo
La determinazione del livello SIL richiede un’analisi quantitativa del rischio basata sulla probabilità di guasto pericoloso su richiesta (PFD) o sulla frequenza di guasto pericoloso (PFH). La norma IEC 62061 si applica specificamente ai sistemi di controllo relativi alla sicurezza (SRECS) delle macchine industriali e è armonizzata con il Regolamento (UE) 2023/1230.
Certificazione PL – Performance Level (EN ISO 13849-1)
Il Performance Level (PL) è definito dalla norma EN ISO 13849-1 e rappresenta il livello di affidabilità di una parte di un sistema di controllo relativo alla sicurezza (SRP/CS). A differenza del SIL, il PL è applicabile a tutti i tipi di tecnologia (meccanica, idraulica, pneumatica, elettrica ed elettronica).
La scala PL comprende cinque livelli in ordine crescente di affidabilità:
- PL a – livello minimo, per rischi di lieve entità
- PL b – per rischi con probabilità di accadimento moderata
- PL c – per rischi di media gravità, tipici di macchine utensili e impianti di lavorazione
- PL d – per rischi elevati con possibilità di lesioni gravi o irreversibili
- PL e – livello massimo, per rischi di morte o invalidità permanente
La determinazione del PLr (Performance Level richiesto) si basa sulla valutazione del rischio secondo i parametri S (gravità della lesione), F (frequenza di esposizione) e P (possibilità di evitare il pericolo) definiti dalla norma. Il raggiungimento del PLr dipende anche dalla categoria della struttura del sistema (Categorie B, 1, 2, 3, 4) e dai parametri di affidabilità dei componenti (MTTFd, DCavg, CCF).
Relazione tra SIL e PL nella progettazione delle macchine industriali
Le norme IEC 62061 e EN ISO 13849-1 sono entrambe armonizzate con la Direttiva Macchine e con il nuovo Regolamento (UE) 2023/1230. Sebbene utilizzino metodologie diverse, esiste una corrispondenza riconosciuta tra i due sistemi di classificazione: PL c corrisponde approssimativamente a SIL 1, PL d a SIL 2 e PL e a SIL 3.
La scelta tra le due norme dipende dalla tecnologia impiegata nel sistema di sicurezza: EN ISO 13849-1 è preferita per sistemi tradizionali con componenti meccanici, idraulici e pneumatici, mentre IEC 62061 è più adatta per sistemi a base programmabile (PLC di sicurezza, sistemi bus di campo sicuri). In entrambi i casi, la dimostrazione del livello raggiunto deve essere documentata nel fascicolo tecnico della macchina.
Quasi-macchine: cosa sono e obblighi
Il Regolamento introduce e conferma il concetto di quasi-macchine, ovvero componenti non completi destinati ad essere integrati in altre macchine. Le quasi-macchine non possono essere utilizzate autonomamente.
In questo caso, il fabbricante deve:
- preparare la documentazione tecnica
- fornire le istruzioni di assemblaggio
- redigere la dichiarazione di incorporazione
Perché è importante essere conformi
Adeguarsi alla normativa macchine, incluse le certificazioni SIL e PL dove applicabili, significa:
- evitare sanzioni e blocchi di commercializzazione
- garantire la sicurezza degli operatori
- aumentare l’affidabilità del prodotto
- facilitare l’accesso al mercato europeo
- dimostrare il raggiungimento dei livelli SIL e PL richiesti dalla valutazione del rischio
